			The group of survivors of Operation Phoenix who escaped to New Terra consist primarily of military grades of the military administration, pilots, ship technicians and engineers, units of marines, specialists and scientists and many more.Since the fleet was not tasked with founding a colony, there are no civilians except for a few civilian observers and UCH officials.

			Civilian law does not apply in the current refuge, but military law. In addition, there is a constant state of alert - even after more than a year of successful escape from the Ellyon system. This is also supported by all crew ranks.
			Every member of the fleet is therefore required to be able to react to attacks or conflicts at all times. In the outer areas, wearing body armor or other protective equipment and carrying weapons is therefore both desired and implicitly expected.

			Of course, real civilian life also exists within this framework - but only to the same extent as would be possible on a closed fleet base.

			After the initial dispute over the direction of Operation Phoenix before the unplanned early launch of the fleet could not be resolved, the discussions about the direction and the next necessary steps after the events in the Ellyon system continue unabated. However, unlike on Earth, this is no longer a matter confined to the Admiralty. Due to the circumstances, both courses of action have been publicly discussed among the surviving crews who have found refuge in the Phoenix system. As a result, roughly equal numbers of advocates and supporters have been found for each alternative.

			While the so-called “Old Terrans” see a return to the Milky Way as an absolute priority that must be put into action immediately, as only the pentaxide found in Andromeda would prevent humanity's recent return to the dark ages, the “New Terrans” see no point in wasting the still scarce resources purely on this goal immediately or in the near future. Instead, the provisional colony in the Phoenix system is to be stabilized as “New Terra” and all measures are to be geared towards securing an independent new start for the survivors.

			However, the two approaches are not completely mutually exclusive. At this point in the game, there is therefore no uniform direction. Rather, both ideas are reflected in projects and actions in one way or another - with the disadvantage that neither direction is really making progress.

			The administration, led by Vice Admiral Perez, also continues to insist on a military administrative unit as long as the survivors and the welfare of the fleet are not yet guaranteed final security. This is an additional stumbling block, so that progress in one direction or the other, with the exception of the naming of the current refuge as “New Terra”, remains in limbo.
