Summary
DESC is an inter-factional organization founded to represent common interests, balance interests, and provide mutual support in disaster situations. DESC convenes regularly or as needed at pre-negotiated locations.
Following the realization that several galactic catastrophes in the past led to the disappearance of many civilizations, DESC was established in the Galactic Year 1303, and the Galactic Treaty was initially signed between the four major factions: the Zirax, Kriel, Prenn, and Arkenians. This treaty commits the signatories to jointly explore, research, and colonize the galaxy, sharing discovered technology and knowledge for mutual benefit. DESC oversees compliance with this treaty but has no authority in the signatories' territories.
So far, DESC has been unable to engage the insectoid grand factions of the Kriel, Tresari, and Karana beyond a general declaration of intent. Communication with the TESCH machine civilization has also been unsuccessful.
Current Situation
The 'Deep Space Colonization Program' was launched approximately 50 years before the game's timeline. Currently, it is run by DESC and open to participants who can demonstrate significant investments to be officially included in the program.
During the 50-year celebration, the program participants proclaimed their success, stating that a significant part of the galaxy had been colonized thanks to their efforts. Indeed, there are increasingly colonial outposts in deep space up to the Westside of the galaxy, influenced by their home factions but generally presenting themselves as “free colonists.”
The latest successful and current determination by DESC concerns the establishment of various galactic exclusion zones around dangerous anomalies for space traffic and the designation of the Ellyon system as a reservation for the Talon and as a protected area of superior galactic interest.
Internal Affairs
Recently, rumors have increased that, contrary to the organization's statutes, volunteers and even pirates have been recruited for the galaxy's exploration under the guise of the colonization program for high rewards.
Numerous unexplained incidents, including the disappearance of entire colonies, have led to increasing criticism of the program and DESC.
